SUMMARY
OASES is one of the largest nonprofit after school providers in Oakland, serving over 400 low-income youth annually. OASES trains 400 U.C. Berkeley students--the largest volunteer force in any Oakland Unified School District after school program. OASES engages youth in opportunities that often are not offered at school through leadership, environmental education, diversity education, financial literacy, arts, and more.
The Director of School-Based Programs oversees LEAP Elementary Program at Lincoln, QUEST Elementary Program at Cleveland, and RISE Middle School Program at Westlake Middle School. The Director of School-Based Programs is a member of Management Team and supervises three program staff. This position is ideal for individuals interested in developing their skills, growing with the organization and committed to working with underserved communities.
RESPONSIBILITIES & DUTIES
A. LEADERSHIP & MANAGEMENT
- Provides overall management, vision, planning, and direction for all LEAP, QUEST and RISE programs, budgets, staffing, and clients.
- Participates and builds key relationships with the Oakland Unified School District, parent/guardian/family, City of Oakland, Oakland Parks & Recreation, and other community networks related to programs and services.
- Serves on the Management Team for general agency oversight; program strategic direction, community collaborations and partnerships.
B. OASES PROGRAMS & SERVICES
- Provides overall guidance and key decision-making for programs, budgets, staffing, and clients.
- Plans, organizes and coordinates, implements, monitors and evaluates program components to ensure that programs (academic and enrichment) are providing high quality services that are cost-effective, well staffed, and able to meet program funding contract requirements and guidelines in a timely manner.
- Monitors and supports student progress across programs and services.
- Assists the Senior Management Team in the planning and modification of program, and plans for new or existing program activities and operations.
C. SCHOOL, FAMILY, AND COMMUNITY COLLABORATIONS & NETWORKS
- Plans, implements and coordinates effective community marketing activities designed to increase the community’s awareness of OASES programs and services.
- Provides key external communications related to programs and services, including participation in external meetings, events, conferences, trainings, and convenings.
- Represents OASES at management level for appropriate external communications related to programs.
- Supports QUEST and RISE Program Site Coordinators and Associate Director of LEAP Program for all school-related and community collaborations and networks supporting school-based after school program.
D. HUMAN RESOURCES
- Schedules, plans and conducts monthly (or as needed) staff meetings, providing oversight and motivation to staff.
- STAFF: QUEST Site Coordinator, LEAP Associate Program Director, and RISE Site Coordinator.
- VOLUNTEERS: Provide support to Program Staff and Volunteer Manager with supervision and training of volunteers.
- Provide supervision to the Volunteer Manager in the absence of the Senior Program Director.
E. DEVELOPMENT, FISCAL MANAGEMENT, GRANT MANAGEMENT, AND PROGRAM EVALUATION
- Develops and maintains relationships with school district and sites to facilitate appropriate data collection.
- Facilitates OASES’s relationships with evaluators to ensure that program data collection methods are aligned with federal, state, local, city, and school district requirements, and consistent with the evaluators’ needs.
- Prepares and submits draft annual program budget to the Deputy Director and oversees After School Program budget.
- Reviews and submits monthly, quarterly, and annual program reports as necessary; assures the effective implementation and successful completion of program requirements.
F. OTHER
- Works on strategy, community relations, grant-related, advocacy, organizational, and development and fundraising projects as needed
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES

- Bachelor's Degree required.
- Experience with after school program development & coordination, case management, budget monitoring, and youth direct services coordination.
- Experience with staff supervision, program management, and leadership.
- Experience with community outreach and education, school district operations, community collaborations, and multicultural education.
- Excellent written, oral communication, networking, and negotiation (conflict management and resolution skills).
- Knowledge of Oakland communities, diverse communities, community resources, and school-linked services.
- Strong office management and computer literacy (IT) skills.
- Bilingual skills English/Chinese or Spanish/English a plus, but not required.
- Ability to work some flexible hours (e.g., evenings and weekends).
SALARY RANGE
Full time; 40K-45K, DOE (depending on experience). Comprehensive benefits include medical, dental, and vision coverage, vacation, sick leave, and personal leave; commuter checks and 403(b) retirement plan also offered. The position begins in November 2007.
